Is there a program similar to photoshop CS3 but not as expensive?

I really enjoy the trial of photoshop CS3, and I really enjoy editing photos. But there is now way I am (or could afford) to shell out 650 dollars for a photo editing program. Is there something similar, maybe even easier to understand, but cheaper? Much cheaper preferably...Is there a program similar to photoshop CS3 but not as expensive?

It's free, just google it. It's pretty much identical to photoshop (same features, similar layout), and its one of the most used programs by professionals other than photoshop.
