To change eye color:


Select the eye with any selection tool.


Make a new layer.


Fill the selection (on the new layer) for your desired eye color.


Set the blend mode of the layer to color.


TIP: for the color to blend in more try feather the selection below to select.





For airbrushed skin appearance:


Go to Filter - Blur Surface Blur.


EXTENSION: Also try gaussian blur on a duplicated layer and set the blend mode of overlay, multiply, or darken.
