thr is are no specific rules or ';point to point'; defination for that, every picture has its own demands, the best is to try out different options, some time blurring helps also, some times it does not, some time toning helps some times does not, if you like you can send me one of the picture, and i will suggest what options can be best for it

You can go to images%26gt;adjustment - to adjust whatever you want to adjust. Alternatively you can also go to Filter to add in more touch to the picture.

under image/adjustments there are lots of options you can use. Auto color works well, though you can use color balance or color levels to adjust it to your liking.
