How do I create this photoshop effect?

How would I create the cutout/faded effect seen in the above picture. Most importantly, how do I create a border such as that around the outline?





I have Corel Paintshop Pro X, although if you know how to do it on a different program, let me know. Thanks.How do I create this photoshop effect?
The photo is of the woman sitting at the table. The designer probably used a graphics program to draw, fill and outline the sillouette of her lost-to-gambling boyfriend/husband. Don't worry you have all the tools (well, most of them) in PSP.





Use the Pen Tool to draw and node-edit the sillouette. The settings on the Pen Tool Options Bar: Click on ';Draw Freehand'; icon, Tracking 24, Line Style=Dashed Line, Width 3.75, check Anti-Alias, the rest unchanged. The Materials Palette (colors): Foreground=white Background=Dark Gray.





Use the Paint Bucket Tool to fill it with dark gray.


Use the magic wand to select the dark gray sillouette. Effects%26gt;Edge Effects%26gt;Trace Contour





Right click on the top layer in the Layer Palette, Merge%26gt;Down





In the Layer Palette: Blend Mode=Hard Light, Opacity=50-60% Try other Blend Modes like Multiply.





It's easier to control the size/width of the dashed line in a graphics program. If you're adventurous, you might learn Inkscape.
