How do you rotoscope with adobe photoshop album starter addition 3.0?

i really want to learn how and i have little expirence.How do you rotoscope with adobe photoshop album starter addition 3.0?
i doubt you can do it with that software, in fact i doubt you could do i with the full blown version of photoshop because they're primarily for working with static images not videos/ainmations.





you can do it with adobe after effects, but it's a very long drawn-out process as you normally need to track the object on every frame.
